If a sash isn't easy to operate you can try spraying some lubrication into the jamb channel then slide it open to see if this fixes the problem. If not, the problem is likely to be with the sash balance and you'll need to remove the sash in order to access the hardware.

Ideally, window sashes must move open and shut with very little effort, however, this can be an issue when the weights are worn or if the sash's meeting rail isn't properly glazed. This issue could be caused by many factors such as the lack of maintenance or an unmatched weight rating.

If the hinges on a window begin to sag this could cause the sash to drag, and then eventually to hit the frame at the opposite corner (Photo 1). To remedy the issue ensure that the sash is aligned in the frame opening and then take it off. If the sash is fixed to the hinge arm, take it off the hinge and replace it. (Photo 2). Install the new sash (Photo 3).

It is best to keep the original weights if you've purchased a kit that will replace the counterbalance that was previously installed. It's not expensive to buy these from salvage shops for architectural purposes and they'll be easy to install once you have the sash unlocked. Based on the size and shape of your window, you might need to install one or two sashweights to keep it open.
